MCM VTG Modernist Ikebana Vase Periwinkle Blue Retro Trinket Dish

Description

This mid last-century Ikebana ceramic slab vase has a beautiful glaze, a periwinkle blue
with areas of different intensities and speckles.
The abstract shape when viewed from above resembles a weather map hurricane symbol.
Measures from tip to tip 11", is 6" wide, and 3 ½" tall including a ½" recessed pedestal.
There is an artist mark pressed into the bottom and the number 164.  If you know who this mark represents please let me know!
There are no chips, cracks or crazing.
There are some scattered mineral deposits, mostly on the interior, the worst depicted in the last three photos.
Believe these could be removed with a product formulated for this but I had none to try. These deposits do seem to scratch off.
Not super noticeable without looking closely.
